The motivation for reducing download speed during game play isn’t saving CPU overhead. To the contrary, the OS threads are pinned to a single core to make sure they stay out of the way of the game. The motivation here is to reduce the memory used by the OS for the background download so that the memory can be given to the game to use. Lots of effort is expended to give as much of the hardware directly to the game and get out of the way. Things like paging get in the way.
